SIERRA is not available to persons or entities located in the United States, the United Kingdom, or any jurisdiction subject to comprehensive sanctions administered by the U.S. Office of Foreign Assets Control (OFAC). This includes citizens, residents, companies, partnerships, or other business entities operating in or subject to the laws of these regions.

Access to SIERRA is further restricted in any territory where the offering, holding, or use of such digital assets is prohibited or materially restricted by law. The protocol is designed to comply with applicable international standards and explicitly excludes participants from jurisdictions where legal, regulatory, or sanctions-related constraints apply.
